This photo just appeared on the BBC 6 o-clock news. Owner was Rosemary Chattell. The story was about pensions. Sadly, Rosemary was reported as having dementia and is in a care home.

Wondering if the car is still about?

J4196, alas not on the Register.
That number plate has been reissued though, a few times.
